Understanding Stat Representations

The project contains Pokemon with different stat data formats:

Format 1 (Most Pokemon):

Power: "Base: 55Scale: 4.3"
Recharge: "Base: 940Scale: -2"

Format 2 (Legacy/Pikachu):

Power: "1450ms (-2ms/lvl)"  (actually recharge)
Recharge: "110"  (actually power)

Note: Some stat representations in the raw data may have swapped meanings or use legacy formats.
